Have `sgml-attribute-offset' control SGML attribute indentation

Fixes: debbugs:20161
* textmodes/sgml-mode.el (sgml-attribute-offset): New defcustom.
(sgml-calculate-indent): Use `sgml-attribute-offset' for attribute
indentation.
